The Militia Act of 1903 created two Militias: one known as the National Guard, called the "Organized Militia of the United States " and one called the "Unorganized Militia of the United States" both of which have unique roles. The pertinent one is the Unorganized Militia, completely comprised of all able bodied males aged 17-45. The president has sole power to activate the Unorganized Militia, which can be used only for home defense and may not be deployed outside the country.
