The "good apples" you refer to are submissives.
To be unduely fair, police in places like this are hired and trained by bad actors. These people who do the hiring and training weed out the actual good ones in favor of those who would rather take the safer road and tow the line when the time came to decide.
These kinds of police forces also do everything they can to vet new arrivals for years before really letting them in. There will be some "good apples" but these are the guys who won't get very far in corrupt forces as exist in DC... And are more likely to leave in disgust, be thrown out or even setup and jailed/killed by their own people.
It is a truely sad and scary thing.
And once again, the remaining 99% "good apples" in uniform just look on and do nothing...
