she was shot by a fed, the cops behind her had no idea, and I even saw one aim down the hallway where the shot came from as he was reacting to the threat no one expected. then he got the "it's okay we shot her" from the feds and started to try and help her.

Usually officers shoot someone who is a threat to them or others. An unarmed woman does not meet the criteria for lethal force.
