Vice President Pence did NOT open the certificates, someone else did it, violating the 12th Amendment of our very own Constitution.
The reason he was supposed to do this himself is a matter of trust, as he would be skilled enough to inspect each and every one of these certificates of vote as to it's authenticity, additionally, so one else slips another piece of paper in it's stead while he's not watching.

A while back I read an article about Jefferson and the Controversy in 1800 and it said that he was handed the already opened papers by a "teller" who was very confused because the ballots were "irregular." He smoothed it over and read the votes as given to him even though they were technically illegal. Later it was discovered that the carriage with the ballot box had been delayed but a messenger sent with the bare minimum, not even a signature. If Jefferson can do it then Pence certainly can.
