In that case, real talk, the US is probably still the best place. Most countries will not be too accepting of the elderly because they're not going to be working, and culture shock can be a bitch when you're old, not to mention it's harder to learn new languages when you're older, but also she'll have to be prepared to take frequent trips to the US consulate to prove she's still alive in order to get her pension.

Pensions aren't government handouts. They're YOUR money, because you put it in with taxes. Sure, the government acted as middleman and it's basically a big Ponzi scheme, but she ought to be getting that money.

Yeah, I think when it really dawns on her that she will be giving up seeing her kids, friends and a way life she has known, she will rethink it. I am hoping she is only temporarily thinking to leave the USA. I am gonna try to get her to see the reality of a move like that. Not just the image she envisions.
