They fear the American people governing themselves more than people/entities who explicitly threaten America.
It makes sense: If a foreign power declared war on America many of the lower/middle classes would die, but they'd keep all their power. But if the American people wake up they lose absolute power.
They want people to be shocked and outraged... or they hate America and want the peasants ended?
