This is something very common and very basic for all dictators who fear losing their grip over power. They release all the criminals, to create chaos, in order to leverage it for their own goods.

It has been done innumeratble times in the history. In my country of birth, it was done when the back then ruling party wanted to do a pogrom against a religious minority. Bashar Al Assad did it to fight the muslim brotherhood terrorists (he is a dictator but I do like him for fighting the muslim brotherhood). And also the blue governors and mayors did the same, to provoke rioting.

Trump didn't do that, because ... his relationship with power / authority is not the same that a dictator has. Trump is a gentleman president.
