It's essentially the same thing as saying open source, except outright explaining that there's a community involved that will develop fixes, offshoots or whatever. It won't be like Windows where you have to rely on some street shitter on the other side of the planet because his cousin who paid 100 bucks for a fake degree can't code for shit.

None of these things are restrictive by accessibility. They're not commonly used because nobody spends billions of dollars per year shilling them.
