You are technically correct but I think 2 things may have happened. 1. The coup is complete, they've killed/incarcerated Trump and this is a deep fake. 2. This is Trump and he has failed. I don't see option 3 of this being cryptic about a new administration with someone else as VP.

If this was Trump and him admitting defeat, he would have officially conceded so there wasn't any doubt. His press secretary just issued a statement with nothing about conceding in it.
