The reason I don't think its a concession speech is because there are only two reasons he'd concede. 1 - he has a gun to his head, 2 - he has no further actions he could take.
Lets look at 1 - someone has a gun to his head. First of all, if someone had him by the balls, they would 100% write trump's speech or make him include the words 'concede' and 'transfer power to biden'. They want to demoralize you - not give you wiggle room for hope. If you want to see a gun to the head concession speech look at Bernie's speech where he tells his supporters to support Hillary. The dude looked like someone tortured his cat in front of him.
Lets look at 2 - is he completely out of actions he could take? No, there is the 2018 EO on election interference. Although this wouldn't reverse the path of the election - he could go full scorched earth on his way out instead. Trump is the sort of guy that he was going to lose, he'd take his pound of flesh on the way out too. That's how fighters are - even when backed into a corner. But he hasn't done it yet - you either go out quietly or not. And I don't think trump is the type to go out quietly.
The fact he hasn't enacted the EO yet is very telling - it means he's not going scorched earth, which means he still has more cards left to play.
I have no idea what, if any cards he has left, but I’m still holding out hope because this has never been just an election. We’ve known all along he wasn’t just trying to get re-elected, he’s trying to overthrow the system. While I agree things don’t look promising, as Trump would say “There’s never been anything like it.” There could be aces that people like us could never guess, because we wouldn’t even know the card could exist.

It was certainly made to SOUND like a concession without actually saying the words. He never says "Biden". Never says precisely WHO he's condemning, only "violence". All the language is intentionally vague. Really listen to what he's saying. And then listen again as though it's 2 weeks from now and Trump has pulled some kind of Mission Impossible style double-double-cross.
