Let me make a guess....
First.... I'm going to be really sad if he expected Pence to come through. I think he did that show we'd all see he was a traitor. He said Pence's name six times. "I hope Pence does the right thing." And hinting it was over if Pence didn't. I'll be very disappointed if he bet his last chip on Pence.
Maybe it's the end of legal channels. THat's where we are -- trying to find legal ways to beat the fraud. But there aren't any. They've seen to that.
The only way forward for Trump is Insurrection Act and/or Military. That's why they want to neuter Trump via 25th amendment / impeachment with 13 days to go.
He might be playing possum by pretending to concede so they feel they don't need to.
And if this all fails.... we the people.
