He went in with a complete lack of understanding about how DC politics work. He has been used to business negotiations all his life and figured DC would be the same. That everyone would want to work with him and with each other if he just showed them life would be better for everyone. He really thought that many of them actually cared about the American people, and that if he could just remove a few bad apples then everything would be good. Then he expected that since he ran as a Republican, he could at least trust Republicans to advise him well.
It wasn't really stupid. Look how many of us have said "So-n-So is a true patriot" only to be disappointed.
The impressive thing is the amount of stuff he was actually able to do even with everyone betraying him and giving him bad advice.
