Certainly, those are things that are easier said than done. There might be unavoidable limiting factors that stopped him from addressing them, or addressing them so directly. Same idea for the lack of investigation of 2018 midterms.
He's afraid the executive order would term him a tyrant and maybe turn the American people against him. His big stumbling block is the special executive services whatever group that Obama started, loading up all the mid enough or level department workers as extreme party loyalists who worked aggressively to undermine him at every moment.
