I think this is the result of decades and decades of power concentration in Washington DC. USA democracy now is at the level of Colombia or any African country where the ruling elite just does whatever they want to do and they always get away with it.
The legal solution is to give back power to the states. To make the state legislatures more relevant, and to decentralize power. Of course nobody in the DC bureaucracy wants that, so I am actually afraid that in a few years from now the USA is going to start to look more like a third world country than the great nation it can be.

They neutered the states over 100 years ago when they removed their right to pick senators.
