Is there a built in threshold allowable for questionable votes. Maybe the word certify has a different meaning than what I thought it did. I know logic flew out the window a long time ago but this just seems to be such an easy rule to enforce.

1 vote seems like a low bar. You can't throw out an entire election because some dumbass somewhere cheated. That's why the courts typically have looked at enough fraud that could have changed the outcome, which makes more sense. Didn't happen this time. No court would even see the evidence. Not suspicious at all.
