Second, that second slot should be SECDEF, not VP. It's the military Chain of Command.

Former Squid here. Navy Commands generally do not post vice prez pic. This is most likely SECDEF pic turned around. It can take months to get current pictures out to to low echelon commands. Until they get it, pictures are either removed or turned around. I know this for a fact since I was on watch (OOD) the day DJT was inaugurated, Master Chief went around to all the main spaces to make sure Obummer's picture was turned around. We left it blank until DJT pics arrived.

When Obama was still president I put the meme picture of Trump in the Russian uniform behind Obama's photo, and I was thrilled to toss that smug photo in the trash. The meme photo was was on display for days after he took office, until somebody printed the actual one...
