The idea has been around 20 years now. Before 9/11. Look at the Forrest Gump JFK scene. I'm sure it's not the first time it's actually been used.

I hope so!

They have various "Continuity of Government" procedures in place, and I'm sure they're set to whip up a fake "calm down" message quickly even when the President has been whisked away to a bunker or can't be found.

Pence or somebody high up in the Administration probably ordered them to do it. "Situation is getting out of hand, we need a quick message from the President saying Go Home." [I'm speculating, I don't have inside info!]

President Trump will probably come out with a real message when he's ready, and it wouldn't surprise me if they use the Emergency Broadcast System or Commando Solo stuff to get it out everywhere.
