To expand allow me to explain a little something about how cameras work.
Video cameras in particular it is imposible to duplicate the exact same lighting, air, and facial conditions to create a perfect duplicate of the face on two frames across a video. This is only possible in animation where models are manuvered around in controled enviornments.
In reality lights get brighter and darker, focal length is adjusted on the fly byh camera-men and generally things sharpen or blur momentarily. Then there's the face the face blurs and never makes the exact same expression more than once. Literally his HAIR doesn't even make a change.
So Trump gives his speech, the coup happens, then Trump and his entire family go dead air for 24 hours with the exception of two odd and out of character videos both of which promote liberal talking points that criticize his own following. If these are Deep fakes why would we assume they are from Trump himself?

When there is a lot of movement in a video and a set or capped bitrate, the quality of other portions of the video will have to lower in order to render the movement.
I don't have the technical knowledge to answer that question, but I've made a lot of videos in my younger years and had to deal with setting bitrates and encoding, which was painful at times. One thing is certain, in an environment with a restricted bitrate (videos designed for streaming before sites like youtube spit out 1080p60 for example), action/movement looks like absolute dog shit if data required exceeds what's available, while more still video looks better. Every video we make is compressed to be more efficient. A file that's not compressed at 1080p30 is like gigabites/minute. Even today you can observe quality drops on some streaming services in scenes where there is a lot of drifting snow/effects.
If you'll notice there is a lot change in that clip, not just the circled areas, but the actual lighting appears to change as well. That doesn't mean the lighting actually changed to that extreme, but the encoder did what it could to keep the bitrate below its set limit. So yeah, this clip is a giant nothing-burger based on my limited expertise.
