Just had an idea, and its a stretch but, go back watch the video again with the mind set that this was recorded before Christmas(even maybe before the election) and he's refering to Congress not the protesters. Then take the obviously appended section out... its very possible he knew exactly how this was going to go with how vague he was no direct points made...
