Pence serves at the pleasure of the President. The POTUS is his boss, and whatever the boss says goes. Trump and Pence have met numerous times on these matters, election and voter fraud, and Pence has examined these matters, the classified intel, the foreign interference as much as POTUS - and is privy to much, if not all, of the same information.
Ratcliffe, serving as Director of National Intelligence, and releasing his report today, was aware that the EO would have been HIGHLY politicized and more importantly swept under the rug for being partisan were it released prior to the 6th.
I am not defending Pence's actions. Merely suggesting that this is part of Trump's gameplan, to allow for the politics to play out in its entirety before executing on the EO - which he now has in hand - and for which Pence would have had to expediently certify the electors, not allowing it to drag out, in order to get access to it.
Edit: Pence does not serve at Trump's pleasure, he is elected by the Senate. However, he is selected by the candidate during the campaign.
