Came here to say exactly what you said in both comments. Only thing I could add is the eyes look slightly off.... but in a way I actually think would support deep fake theory.
The lighting difference also makes it hard to tell.
The biggest issue I have is that look at what hollywood can do with deep fakes... now you know the deep state has more advanced tech than that... why make an obvious deep fake? Thats what Im trying to wrap my head around now. If it is a fake... why?
Whoa holy shit, this is kinda nutso. I was on the "this is real" train before but I'm now leaning toward the "this is deep fake" train.
So a real person doesn't make nearly the same face twice, but DNNs do because their training dataset is finite and it doesn't learn in real-time to identify it already used a pose.

But the face is nearly identical between the two frames. This is crazy.
I'm no machine learning expert, but I'm high-level familiar with how it works. In a network without memory (like you'd expect with a deepfake) there isn't going to be any feedback path for the network to know that it's overused a single training datapoint. I could very well be wrong but this looks like it could be fabricated to me.
The kicker would be if there were other nearly identical frame pairs throughout the video.

Right, I looked at that too and dismissed it, but then saw a gif comparing the two frames and the body/background is on a different layer than the head/face.
It’s possible /pol is hoaxing us, but if that repeated frame of Trump’s face, with the exact same compression artifacts, is baked into the actual original video posted, then someone has manipulated it. That could not occur in camera naturally.
This got me thinking more and that is absolutely the way a video like this would be composited. You would pull the body and background from your source and just use a continuous stretch where his hands didn’t move much or moved when you wanted them to. And you could slide that around to be positioned in time wherever you wanted. The head/face would be the hard part and would need to be attached to the body later. You could not use whole frames and chop up the body every time you needed to match a syllable. The shoulders would be jumping all over the place. The body would need to be one continuous layer without cuts. This would both look the most realistic and be the fastest/easiest approach.
Compare Trump in this video to Trump speaking live in person at DC on the 6th. Live Trump has less brown in his hair. His face looks older, fuller, and more saggy in the neck.

No, I do not understand how "rare" or common it is because I don't study things like this. I have not done lots of video processing to determine the average number of times a person's face appears in the same position with the same expression after N words have been spoken. Have you?
All I did was overlay the two frames in question. I'm not saying yes or no to anything. I'm not going to declare or insinuate it's a deepfake OR that it's real because I'm not an expert.

I haven't studied this stuff. The video looked wierd to me and zooming into the video makes the blur of his jawline and the missing neck clear in the videos. Watch his "go home" video and pay attention to the space under his chin. His neck is missing and the skin folds in and disappears in on itself several times throughout the video. I believe these are 100% fabricated videos, though to what end im not sure.
I haven't looked yet, but video compression can do funny things sometimes, FWiW.
I've seen bad video compression and for the most part it affects everything in frame. This is literally just his neck and its not in any of the other videos he's ever posted.
