Oh, I have zero doubt. A serious problem with our government is that only sociopaths and people who lust over the slightest bit of power ever run for any elected office. Of those, only the most ambitious sociopaths (people who are willing to do or say anything to win, backstab allies, murder adversaries, blackmail, extort, and whose behavior is not restrained by any beliefs in decency, morals, or ethics) make it to DC.
Washington DC is the highest level attainable for the corrupt politician; it's the apex of degeneracy, evil, corruption, etc. To call it the swamp is really an understatement. People like Hunter Biden are probably the most honorable and decent citizens in all of DC. Even though most of the country would consider him a total degenerate POS, relatively speaking, he's probably the among the least degenerate people in DC. The real power brokers in Washington are far worse people. They likely wouldn't associate with Hunter because he's too much of a "pussy" or "normie" to be accepted into their social circle.
How do people like Putin navigate through layers and layers of corruption in Russian politics and make their way to being the last man standing on the top of the mountain, and keep that spot? How do low level mafia guys advance their careers to become the highest level/most powerful mafia Family boss? Because they're the most cunning, ruthless, are not restrained by things like having a conscience, and they probably had a little luck on their side from time to time on their way to the top.
DC is no different. Only the most evil, but intelligent, ruthless actors can make their way up the food chain there. If you possess any shred of decency as a human being, you're too weak to make it to the top.
The only law that matters to them is the law of the jungle.
