That also could be the case, but I don't see a scenario where there would be NO actual police in the area UNLESS when the DC Police were told go 'go home' early @10 AM and they ALL then did. I was under the impression that only SOME left early. (check the post I made earlier on how the DC Police told officers to leave early @10 AM prior to the President's speech for further info).
