In the footage her group was basically being baby sat by a police team of 3+ people following them for safety. When she was shot the 3 cops ran up and had their guns readied forward not knowing where the gunfire was coming from.

I've watched that video a dozen times. All they had to do was give her a good strong shove and she would have fallen on her ass. Even if she made it she would have been alone. I don't know the full details of how they deploy but I think Pence would have Secret Service but the Senate police might participate within the Senate. I think the Senate has it's own private police called the Capital Police of about 2000 total officers as far as I know. Some are in standard cop uniforms and others are in suits, I'm not sure why, the suit ones might be a secret service instead or serving a similar purpose where the the uniformed ones are more of a standard policing role.
