My take is that Judaism was the first religion to posit the concept of OBJECTIVE truth, and that some actions are inherently wrong, even when done by kings and priests. Before that, people believed in various gods, and sacrificed to them not because they had done wrong objectively, but because they had offended the ego of this or that particular god.
From what I can tell of paganism, the gods were never considered particularly good or righteous. They were merely powerful, but in terms of character, they were the petty clerks in the various offices that you have to please or appease to get anything done. I watched a longer video of him talking with that guy behind him, and his hands are all over the place, including making that same "sign" numerous times and leaving his hands in that position for extended periods of time. I think his hands are just fidgety and the video getting the shot was a coincidence.
