  1. Shooter was a diversity hire, maybe not even American by birth.

  2. Shooting was intentional, to trigger armed response from protesters.

  3. Shooter was behind (shielded by)other officers.

Not saying the Capitol Police were conspiring to start shit, but that one member of the Capitol Police was conspiring with outside forces to start a firefight.
