Remember the NDAA act was passed right before the 1/6. I think the Congress made sure to pass it so Trump's hands could be tied. It removed the insurrection act possibility.
They also Trump's base scattered so there can't be 2024 and they think by that time, they will have more ways to mess with the ballots.
