Planned and scripted? It would give him the ability to control every aspect of how it goes down... right to the (probably military) judge and prosecutor (Powell) that will conduct the show trial.

Imagine using the very public trial to expose deep state crimes, while the MIL stays loyal and executes the plan to arrest / eliminate traitors- with him ultimately being acquitted of all potential crimes.
