Look at the deepfakes of Nicolas Cage...then remember that government is often years or decades ahead in technology. Prime example is nuclear weapons, countries today can't even figure it out when some governments have had it done for nearly a century. A deepfake is just technology, as long as they have the program, they can literally whip it up in real time.
