During the last government shutdown, they said refunds might not go out so I changed my witholding to 10 and no federal came out. It was late in the year so they already had what I would owe. No need to give any more if I might not get my refund.

You're earnings will still be registered with the IRS though, so you will most likely be audited eventually.

Bump your allowances up to whatever is needed to stop paying taxes, I think on most forms a normal allowance is 0-1, bump that up to 9.
