I don't think that 400M went to Leonardo at all. The CEO was charged with fruad in 2017 and he's the link from Leo SpA to the Ex PM, Obama's co-conspirator.
The actual IT guy is a very good hacker who's apperently a black hat, one for hire. Not only was he put on Leo's payroll by the corrupt CEO but he also helped the DoD solve the Solaris vulnerability hacks. He's a very good forensics hacker who will be paid by the highest bidder I'm guessing. The US Embassy in Rome, occupied by Lewis and the 3 Mi6 agents were the ones to come down with the order to upload the data. The 400 Million was likely to cover all operatives, from the hacker who wasnt even an employee of Leo SpA (he was a consultant by then) to the Mi6 agents and Lewis himself.
