In order to do this if you are employed by someone, you have to have their help. They have to agree to resist the IRS with you, otherwise when you don't pay your taxes, the IRS will come to them and tell them to garnish your pay, which they will do and you have no say in it.
This same thing will happen at any business by which you are later employed.
So, unless you are self employed, you can't avoid taxes on a large scale. You can file incorrectly and not give them the right amount and hope they don't notice, but if they do, and you are not self-employed, your money will get to them eventually.
