Check your HOA paperwork. I bet this is some Karen and their hand writing will match up. Karens love to be on the HOA. If they are opinionated enough to write a letter, then they feel entitled to try to run other people's lives. Then create a poster with the author's name and picture. Put your poster next to you new flag(s).

This is absolutely the kind of thing you'd see from a shrill Karen with a spineless husband who has the power to fine you over things like "length of grass" and "your backyard playset is three inches too tall."

Confront in person, with witnesses. People like this shrink from actual consequences.
