So why did they do it? They attacked a clearly marked vessel flying the American flag knowingly. They fired on liferafts and escape vessels. You have two options here:
They purposefully attacked the ship to draw us into war but the plan failed
They purposefully attacked the ship since they view America as an enemy since we just showed up to watch instead of help them as retaliation.
