Wyoming probably. At least the safest long term 2A friendly state. A lot of people do not take into consideration political climate. For instance, FL is ok with 2A, but political climate can flip on a dime. Wyoming will be the last red state standing if it comes down to it.

WV. Just fed rules in WV. No conceal carry permit. Dont have to disclose to LEO if your armed or carrying. Stand your ground. Etc. Down that avenue.
