You should study up on the election of Hayes. The Democrats made a mess of the Florida votes just so they could call Hayes' legitimacy into question. It was a standoff for several months, both sides saying they'd won. At one point, 100,000 armed men were headed to the Capitol to forcibly remove Hayes from office. It was at that point that Hayes and the Democrats made a back-room deal where Hayes would stay in office.
Trump knew this protest had a great potential for becoming violent. Hell, everybody knew it.

All we can do is watch what happens right afterwards. Trump didn't condemn the protesters until about two days later, after Pence put Pelosi on hold for 25 minutes before he would give her an answer about the 25th Amendment. If Pence thought it was a ridiculous notion, he'd have gotten on the phone right away. By making her wait, he was giving a signal that there's wiggle room.
