The president can do it alone. The president has always been able to do it alone and the president has done it alone ever since the beginning of the country.

you don't need congress. That's a myth that lazy people say to avoid taking responsibility..

president has the ability to sign executive orders. The president has the ability to tell regulatory agencies what regulations to impose. Neither of those need Congres
