Individuals can decide whether it's within their moral code to pay at the end of the year but it denies them the use of OUR money in the meantime. Appropriate form of protest in my opinion given the circumstances.

Unfortunately they would just print more.
Everyone should be doing this anyway!
I had a friend who received somewhere around $12K in tax refunds every year. I asked him why and he said he'd rather get a refund than have to pay in. I then asked him if I could have a $12K loan, interest free for 12 months, because that's what he was doing for Uncle Sam. That's when the lightbulb turned on.
It's not illegal but depending on the situation you could get charged underpayment penalties, especially if you're self-employed and need to send quarterly taxes.
