I'm not sure even the President has full control over nuclear launch codes. There are a lot of channels nuke codes go through before one is fired, I doubt the response would be slowed by any easily measured amount.
That being said, they are panicking more than ever.
The President of the United States has sole discretion on nuclear launch capabilities.
Regardless of who all has to take action to perform that launch. The President alone can issue the order.

It takes both to launch, but the decision to launch unless the President is MIA/indisposed under the 25th Amendment, is with the President alone. It's not like on SSBN's or silos where the CO and XO have to concur. And even then, Tridents can't be launched without authentication from an Emergency Action Message.
Yes that is only to prevent the president himself from being forced into it, like with a gun at his head.
