Why? It's not like they couldn't easily turn that tracking off in a number of ways if needed. It's outsourced with communication equipment, it likely has a way to manipulate communications as well, all you do is toggle a switch off. Boop off the radar.

Fact is, if he is on it, then it doesn't matter if anyone knows it. Either they can't do anything to change what or where he is going or He wants them to know to send a message. Or it straight up doesn't matter.

If he's not on it, then what is it doing? Is it a distraction, or a ruse.
