Who says that such things don't exist? People HAVE been recording names, faces, business, familial, and other connections for a while... They just don't exist in obvious places... After all... The targets don't need to know that they and all those close to them are marked.

You can refuse service to anyone, for any reason, so long as it's not race based.
There are hundreds of excuses that any contractor can use to get out of a job.
I used to do it all the time, when I was working in tech, twenty years ago.
