I'm wearing my tinfoil hat for this but I still think Pence took the more courageous route as Trump said and fell on the sword making him look like a traitor to his own party.
If this is a plan between Pence and Trump and Pence hasn't been taking Nancy's calls for the 25th amendment then it is possible this is in "the plan". Trump wouldn't be wrong if he said that Pence had to fall on the sword, be courageous and weather the time that he was called a traitor by his own party, and then to order the military into DC.
Trump would be 100% right that he did the order. Not an absolute thing but one of the many possible scenarios.
