I don't think he expected the collapse of the Soviet Union but we're seeing the effects of their cold war efforts none the less and now the Chinese communist regime are no doubt taking full advantage of it. Though, to be honest, I'm not fully convinced the Soviet Union is actually gone in a sense given the behavior of the Russian Federation.
