or namely the Capital was written as a slight exaggeration of modern American elite culture for effect. America is the hunger games universe just dialed down to about an 8 instead of a 11 out of 10.

The thing is not even can good people just break off and form their own nation because the fascists in charge cannot tolerate anything in the world exists beyond their ability to control it.

I'd prefer neither. The fascists started a war and sent any who didn't tow the line to the front with just a rifle in their hands. Well the Russians and Chinese didn't even bother with giving a rifle part so maybe you have a very minor point there.

You really don't know your history. The people absolutely loved fascism until the end of the war. Like it or not, those leaders did improve their countries quite a bit until they started the war.

They did? My grandfather was one of those who was sent to the Russian front because he didn't tow the line. Sadly enough my great uncle, his brother in law was a brown shirt. After the war there were long lasting hard divisions between people and families from what all happened before and during the war. Not to mention the clashes between the SS and Wehrmacht during the war itself, another one my grandfather got pulled into on the Russian front.
