This has been bugging me. The Capitol is a fortress. It would be hard to get in with a tank if a few dozen people inside decide to lock it down.

At first, I was thinking that people just kept walking and pushed through and force the cops to use force against them or pull back... but this is nowhere near that.

This was a set up. A Reichstag fire level set up.
