It can only be invoked if a President is UNABLE to discharge his duties. The authors of the amend clearly stated that it was not be used to remove a President over policy or any other reason, except for inability to discharge the duties of President.
Probably because they couldn't use it unless a majority of the cabinet was also on board. They have to certify the GEOTUS is medically unable to do his job.
