Kind of, but not really. If he agrees to get rid of the filibuster, then the dems will need him to agree to their bills or get at least one GOP to do so. Right now, I know that Hawley would absolutely vote for the $2000 stimulus so that would make Manchin less powerful regarding monetary policy. Regarding other stuff, Murkowsky, Collins, Romney, Graham, Sasse, etc. would be more than happy to vote with the dems, so Manchin's power would be limited.
