Your ISP can always shut you down, but I doubt they would for usenet, most ISP used to host their own usenet servers.
You are not limited to people with the same ISP, usenet servers communicate and replicate posts between each other. If we had something like alt.politics.theDonald the people hosting the servers could decide to not replicate the group, just like any host could block any site.
NNTP servers. usenet is distributed, anyone can host a server and mirror the content.
