First, the biggest piece of evidence. Trump makes the same exact face in the same exact position twice in the speech.
What exactly are we looking at? I layered both segments from the speech on top of each other, with the top at 50% opacity. When you see Trump's face change from blurry to sharp, that means the same exact pixels appear in the same exact places.
If Donald Trump actually made this speech, he would have had to place his head, express his face, and open his eyes within millimeters of the same exact place, twice in a 1 minute and 20 second period.
And he would have had to make the same exact motions with millimeters of accuracy. It looks like the same motions occurred for roughly an entire second.
I should note that when I looked at the actual frames that overlap, they weren't exactly the same. Nevertheless, they're way, way too similar for this to be a coincidence. Reusing animation is a clear sign of a deepfake.
I am now going to show you other clips that corroborate the possibility this is a deepfake. Remember to look out for things "moving independently", like the nose not moving in the same way as the rest of the face, or the ears remaining at the same elevation while the entire head nods.

I tried my hardest to get the longest period of sharpness as possible. Here are my 4 best attempts, including the one above this text, all uploaded in 1080p:
