I live on the extreme eastern side of Texas and we get Amber alerts from El Paso, 870 miles away. That's like getting an Amber alert from New York when you live in Detroit.
You cannot block presidential level alerts of EAS. That is the point. Nobody send those since the creation of the system though. It may have a lot of bugs.

you can just disable amber alerts, iirc that's what I did

Not presidential level. There were no such level of alerts in history though. Only some tests?
